There's a flaw in your polling procedure.
I just voted for this lady three times in a row.
I'm certain it recorded my vote.
I'm certain because i voted excellent twice in a row.
That bothered me and i noticed one of them (good or average I forget) was only 1% so I tried again and voted the one that was 1% and I raised it to 2%.

Probably most people only vote once.
