After graduating from Jilin University, Li continued to work in Jilin province. Beginning as an ordinary teacher, she gradually worked her way up to the rank of deputy governor of the province. During her thirty years working in the province, Li worked in a variety of roles, including as a teacher at the Changchun educational academy, and as a Changchun information ministry department manager. In August of 2007, she became the deputy chairperson and party secretary of the National Population and Family Planning Commission. She was promoted to the rank of Chairperson in March of 2008.
